| 摘 要： | 自1785年至1815年，美国的商船常常受到北非巴巴里海盗的劫掠，还对俘虏的船员索取赎金，美国政府不得不支付贡金使得他们减少掠夺行为，美国为保护商船开始营建一支海军。后来随着国力的发展至1815年麦迪逊总统时期彻底解决了海盗问题。

| Abstract: | From 1785 to 1815, U.S. shipping was subject to captured by the Barbary pirates in North Africa. The U.S. government paid these pirates for tributes to reduce the predation, and maintained a naval presence to protect its shipping. The Barbary pirates appear to have price–discriminated in ransoming captives. With the increasing comprehensive national power of America, until 1815, president Madison finally solved the threat of Barbary pirates. |
