| 摘 要： | 胡林翼在署理湖北巡抚期间(1855-1861),针对湖北衙门冗杂重叠,征收浮收过多,农民负担沉重,政府财政收支困难的局面,进行了一次大的减赋改革。这次改革主要在三个方面展开:减免农民的田赋和浮收、整顿厘金和漕务、减免捐输的数额,改革取得了一定的成绩,但由于国内外的战争环境,急需大量的赋税收入,最终改革在1861年被迫停止。

| Abstract: | Hu Linyi who held the post of stadholder in Hubei province between 1855 and 1861,aimed directly at the problems:The goverment was confused;The incidental expenses was imposed too much;The burden of peasants was serious;The finance was collected difficultly.Hu Linyi carried out a big reform which aimed to reduce the land taxes and incidental expenses of farmers.The contents of reform were as follows:the first thing is to reduce the land taxes and incidental expenses of farmer;the second things is to recite the expenditure of water transport and pass by expenditure of businessman;the third thing is to reduce expenditure of officer and offering assistance.The reform obtained a certain good effect.But the civil war was on the march during that periods,so the reform was forced to abolish in 1861. |
