| 摘 要： | 江苏开放大学是以省广播电视大学开放教育为基础，利用现代信息技术，整合省内系统资源建立的新型大学，地区学院是其教育服务在省内各区域和行业系统的延伸。通过“大学＋平台＋体系”的建设，按照大学、学院、学习中心的架构模式进行分级建设和管理。确定地区学院的功能定位和职责范围，制定相应的准入标准和运行机制，建立资源共建共享平台和资源建设的优化激励机制，建立学籍和学分统一管理平台，实现开放大学三级体系既符合高等教育办学系统要求又能灵活适应地方社会需要的整体办学效应。
