| 摘 要： | 东北地区城市社会保障体系的建立发展与逐步完善,一直是推动东北老工业基地经济发展与维护社会稳定的重要保障。随着振兴老工业基地步伐的加快,随着社会保障制度的不断深入改革,东北城市社会保障体系已经初见端倪,并不断完善。尤其是在养老保险、医疗保险、城市居民最低生活保障、失业保险与就业再就业方面,近几年来东北地区城市社会保障体系的发展现状中突出存在着诸多问题,尚待根据现状做出改革并提出完善建议。

| Abstract: | The establishment ＆ development of the urban social security system in the northeast region has been always the important guarantee for the economic development of the northeast old industrial base and the maintaining of social stability there. With the speeding up of revitalization of the old industrial base and reform of the social security system, the urban social security system in the northeast has taken initial shape and greatly improved. This paper analyzes existing problems in the development of the system including the endowment insurance, medical insurance, policies for urban residents who enjoy the minimum living allowance, unemployment insurance, and employment/re-employment, and puts forward suggestions for the system improvement. |
