| 摘 要： | 自1978年以来,钦州市经济整体呈现迅速发展的趋势,地区综合实力逐步上升,基础设施明显改善,产业结构逐步得到提升,对外开放水平显著提高,已进入开放开发的最快时期.但与东部沿海地区相比仍存在着相当大的差距.只有正视差距,借鉴先发地区的经验和教训,探索实践科学发展的途径,构造多区域合作机制,加快全方位开发开放,更加科学地规划布局和功能定位,创新体制机制,引进外部资源,走新型工业化道路,加快第三产业发展,创造良好的发展环境,提升人才层次,才能抓住发展机遇,推动钦州市经济社会的全面发展.
