| 摘 要： | 英国伦敦、法国巴黎及日本东京等城市的下水道排水系统对防止与减轻暴雨内涝起到了举足轻重的作用。对进一步加强建设我国下水道排水系统建设，提出了提升我国城市下水道排水系统设计标准；建全城市地下水道排水统一管理机关与资料信息库及建立我国下水道排水法律法规等建议。

| Abstract: | Sewer drainage systems in London, Paris and Tokyo play decisive roles in preventing and alleviating waterlogging. To further strengthen construction of China＇s urban sewer system, the paper put forward the design standard to enhance it, establishment of unified management authority and information database and laws and regulations. |
