| 摘 要： | 在公共政策制定、执行过程中自始至终都存在政府失灵。由于委托代理的道德风险、民众的“搭便车”行为、多重委托代理制约的失效及民主决策制度的内在缺陷，加上政府运作过程不确定因素使公共政策先天不足，导致政府失灵；由于公共政策本身的低效率、公共政策执行机构的低效率、政府本身不断扩张、利益集团博弈以及寻租使公共政策后天失调，导致政府失灵。解决政府失灵的关键是对症下药，尽可能地减少政府失灵。
