| 摘 要： | 当前，县级国有中小型企业的改革面临着体制转换、经营方式等方面的普遍难题．加快国有中小型企业的改革，采用活泼的股份合作制形式，以股权配售机制、股权流动机制和规范运作机制为核心，把企业让渡给企业内部职工，是企业易于转制求活的较好形式．

| Abstract: | The reform of the middle and small sized state enterprises is facing a universal problem in transforming structure and the way of management etc, nowadays. Speeding up the reform, it can be used the vivacious system of shares and cooperates' type, and taken the shame right cooperate-selling mechanism, the shame right circulating mechanism and standard operating mechanism as kernel. It can be yielded to the enterprise's staff and workers. This is & good type of transforming structure and revitalizing it easily. |
