| 摘 要： | 科学发展观对普通高校招生制度改革具有重要的指导意义。对普通高校招生制度改革而言，“以人为本”是核心，统筹兼顾是准则。应做好几个方面工作：采取多维度的人才评价制度和多元化的招生录取途径；各级各类高校间应更为开放，充分尊重考生的选择权；进一步加强招生与就业和高校专业设置改革的配套；招生规模应与高校人才培养软环境相协调；进一步努力实现普通高校招生的公平、公正。
