| 摘 要： | 国家关键技术遴选与评价一直是我国研究的重大课题,但技术强国对华技术出口限制影响我国国家关键技术的科学选择。长期以来,我国在进行国家关键技术选择时主要以定性方法为主,很少系统考虑我国技术受限因素。深入探讨了基于技术受限的国家关键技术选择模型,并将该模型应用于我国国家关键技术选择的实际。

| Abstract: | The national key technology selection and appraisement is the important problem in our country. But the technological powers place strict technology export restrictions to China with various reasons, and effect our country's national key technology selection. For a long time, the national key technology selection is primarily based on experts' collective decision-making, and has little systematic consideration of technology restriction in China. The paper took the technology export restrictions as one of the most important factors of national key technology selection, and did tentative studies in theory and model. Then this paper put the national key technology selection model into our country's practice. |
