| 摘 要： | 随着现代市场经济和民主政治的发展，行政指导已逐渐取代行政命令而成为现代政府施政的中心。当代中国正在努力建设的社会主义市场经济体制客观上需要成熟的行政指导制度与之匹配，因而探讨如何建设有中国特色的行政指导制度颇具现实意义。

| Abstract: | With the development of modern market economy and democratic politics, administrative guidance is becoming the center of government administrative gui dance in place of administrative order. The socialist market-oriented economy s ystem under construction in China objectively requires a mature guidance system to match it. Therefore, it is of realistic significance to probe into how to con struct administrative guidance system with Chinese characteristics. |
