| 摘 要： | 政府应急机制是政府处置紧急状态的有效组织形式 ,建立完善政府应急机制的法律法规 ,是政府紧急处置权得以有效实施的重要保障。国家必须大力推进政府应急机制的法制化建设 ,确保政府处置突发性紧急状态严格依照宪法和法律的规定进行 ,从而更有效地维护好国家安全和广大人民群众的根本利益。

| Abstract: | Emergency treatment mechanism of the government is an effective organised form to cope with the state of emergnecy. It is an important guarantee for the government to set up perfect laws and regulations to exercise its emergency treatment authority. The country must devote major efforts to carrying forward the legality establishment of its emergency treatment mechanism, and ensure that the government can treat emergency rigorously in the light of legislation and laws in order to safeguard the security of the country and the basic benefits of the mass. |
