| 摘 要： | 发展农村基层民主 ,是改善农村干群关系的重要举措。 (1 )健全完善农村选举制度 ,提高农村干部素质 ,是改善农村干群关系的基本前提 ;(2 )推行村务财务公开 ,落实村民对村务财务的知情权和决策权 ,是改善农村干群关系的重要途径 ;(3)尊重群众生产经营自主权 ,让农民获得实实在在的物质利益 ,是改善农村干群关系的根本办法

| Abstract: | Perfecting the democracy at the basic level in rural area is the most important measures to improve the cadre-mass relations.(1)It is an essential prerequisite of improving cadre-mass relations to strengthen village election policy and to enhance the qualities of village cadres.(2)It is an importmant way of improving cadre-mass relations to make the financial affairs and village affairs known to the public, thus to implement the civil rights of knowing and deciding the financial and village affairs ; (3)It is a basic way of improvingcadre-mass relations to respect the masses' right of independence in product and management , allowing peasants to gain actual benefit. |
