| 摘 要： | 黄河流域水资源短缺与用水效率低下、水资源浪费共存。在此背景下解决黄河流域水资源供求矛盾的思路有两条:一是在现有用水效率的状况下,兴修大型水利工程增加水资源供给,缩小供求缺口;二是在现有水资源供给条件下,提高用水效率、减少浪费,实现供求自然平衡。后一种思路是解决黄河水资源供求矛盾的根本出路。但是要真正提高用水效率、减少用水浪费,就必须实现水资源管理方式的转变,形成以水权管理为核心、以水资源市场化配置为目标的需求管理方式。

| Abstract: | Shortage of water resourses in the reaches of the Yellow River co-exists with low efficiency of water use and waste of water resources.Under these circumstances,two approaches can be introduced to soften the contradiction between demand and supply of water resources in these areas.First of all,large-scale irrigation projects should be built to increase supply of water resourses.Efficiency of water use should be raised and waste of water resources reduced to realize a natural balance.However,to really upgrade the efficiency of water use and lessen waste,the current means of water administration must be adjusted to develop a demand-based pattern of water administration whose core is the water right and whose aim is the marketization of water resources. |
