| 摘 要： | 1980年诞生的村民委员会是现在的“乡政村治”体制的开端。进入1990年代,随着经济发展成为国家建设的首要目标,村党支部的工作被定位为支持、援助并指导村民委员会的工作。1990年代中期党开始着手整顿“后进村”的基层党支部。其主要方式是由上级部门投入资金和人才,强化控制。1990年代后期,组织部改变了党建工作的方式,把以往由上级投入人才、资金的形式,改为通过重建基层组织和扩大听取村民意见的方式,来改善党群关系。这种转变,赋予了村党支部乡镇政府政策执行“代理人”和村民“代言人”的双重作用。而造成村级党群关系恶化的根源,主要在于乡政村治这一结构体制,党认识到村一级的党群关系的恶化,是来自“乡政村治”结构本身,因此要求建立新的乡村关系。

| Abstract: | The village committee,which was established in 1980,is the beginning of the present "town-village" relation.In the 1990s, China had made the economic development the primary mission of the state and the village party branch was designated to support,help and direct the village committee.In the mid of 1990s,the Communist Party started to improve the work of some backward village party branches by investing brains and money and helping govern the villages more efficiently.In the latter half of the 1990s,the organization department of the CCP started reconstructing the village party organization and increased opportunities to hear the villagers' opinions to improve the relationship between the CCP and people.As a result of this change of policy,village party branches have two new roles: one is a substitution for the town government,the other is being the speaker for villagers.In this way,the CCP are expected to find a new structure of the town governance and the village self-governance. |
