| 摘 要： | 新建本科院校的学科建设应该是依据地方经济社会发展需要,基于比较优势和特色,瞄准未来发展研究生教育的重点学科建设,这种学科建设既要以本科专业建设为基础,但又不能完全依赖于专业建设。学科建设的主要牵头部门应该是科技处或科研处,专业建设的牵头主管部门是教务处。研究型大学的研究生教育已经不堪重负,为重点大学研究生培养减压,从而保证质量是必要的。
