| 摘 要： | 新古典经济学在理性人的假设下，将不对称信息下的最优激励机制作为技术创新政策理论的核心问题。基于演化范式的技术创新政策理论则从有限理性出发，强调政策制定者的学习过程，并在更宽泛的含义上提出了技术创新政策、技术以及产业结构的协同演化。本文将从技术创新政策的含义入手，分析该理论的主要内容，并探讨了对我国技术创新实践的指导意义。

| Abstract: | From the rationality hypothesis, the neoclassical analysis of technology innovation policy focuses on the optimal incentive mechanism in a context of asymmetries of information. While, according to bounded rationality, theory of technology innovation policy on the paradigm of evolution emphasizes the learning processes of policy maker and argues that there is a co - evolution of technology, industrial structure and technology innovation policy. This paper analyzes the main aspects of this theory and its role in practices in China. |
