| 摘 要： | 地形图作为一种国家基本地图，是进行国防和经济建设的基础资料。它详细地记载了区域的地理位置、地形与水系、土质植被、居民点、交通与通讯电力线等地理要素，其利用价值高，通用性强。但地形图又属于机密资料，有严格的购买、保管和使用制度，这在一定程度上限制了地形图的使用，在高新技术快速发展的今天，希望将地形图作为一种公开使用的地图，使其在科研及教学中发挥更大的作用。

| Abstract: | The topographic map ,which recorded in details the essential data of one region such as the geographical position,topography and hydrographic net ,quality and composition of the soil, vegetation ,residential areas, communication lines and electric line of force etc,is regarded as a kind of foundamental map and can be used as the basic data in national defence and economic construction. The topographic map has the quality of being commonly used and convenient, but people is regulated severely in getting, keeping and using it for its top secret character, which,to a certain degree,imposes restrictions on using topographic map to its full capabilities. Regarding the fact that the topographic map has been losing its top secret quality as new and high technology keeping on developing rapidly nowadays, the topographic map should be allowed to be used in public without any bound. so as to enhance its value in the cause of scientific researching and teaching. |
