浙江省露天开采矿山土地资源开发利用初探

摘    要:矿产资源的开发对土地资源会产生较大的负面影响,然而从浙江省的实践上看,如果对矿山开发影响到的土地资源有预期地规划布局,则往往能取得十分显明的经济效益、环境效益和社会效益,其中尤以建筑石料和水泥灰岩露天开采矿山最为显著。本文通过对余杭区露天开采矿山的土地开发利用研究,认为合适的规划布局和采用夷平式开采能有效提高矿地资源转型效率,同时能最大限度减少矿山地质环境问题,由此从区位条件和法律法规条件等方面进一步探讨了我省露天开采矿山土地资源开发利用的可行性,提出了"以矿产资源开发为手段、以土地资源利用为目的"的矿政管理新思路。

Abstract:The exploration of mineral resources on land resources will have a greater negative impact,but from the practical point of view of Zhejiang Province,we can get significant economic,environmental and social benefits if the impact of mining is expected to land resources planning and layout,especially in building stone and cement limestone mine the most significant opening mine.Based on the opening mine,Yuhang District,exploration and utilization of the land mines that fit the layout and the use of leveling-type ore in mining can improve the efficiency of resource transformation,and to minimize the mine geological environment,which from the regional conditions,and other laws & regulations,the further explore mining the feasibility of exploration and utilization of land resources has been discussed,and we propose "as a means of mineral resource exploration,the purpose of the land resources utilization" new ideas of a Mining Management.
