| 摘 要： | 建设单位对工程造价的管理始终贯穿于建设项目的全过程。首先，在项目建设前期阶段推行“限额设计”，实行“设计监理”制度，使设计趋于合理，造价控制在限额范围内；其次，加强招标管理，通过招投标不仅可选择实力雄厚、信誉良好的施工企业．而且通过竞争也能确定一个各方都能接受且较为合理的工程造价；再次，加强现场施工管理，控制合同外费用；最后，强化结算管理，把好结算审核关。本文从以上四个方面着眼详细阐述了建筑工程造价管理是一项综合性系统工程，必须始终贯穿于建设项目的全过程。
