| 摘 要： | 在科学发展、和谐发展的框架下,促进欠发达地区的跨越式发展无疑是当前我国经济发展的重大课题。FDI与产业集群互动发展为苏北欠发达地区的跨越式发展提供了一种有效的路径。苏北欠发达地区在推动FDI与产业集群互动发展方面既有有利条件,也有诸多制约因素。因此,苏北欠发达地区要实现FDI与产业集群互动发展必须一方面,按照产业集群发展的需要灵活调整FDI的利用方式,另一方面,按照外资的决策规律积极调整产业集群的发展路径。
