| 摘 要： | 随着城市的发展,经营城市、经营土地的理念应运而生。土地资产作为城市众多客体中最为重要的组成要素,是构成一个城市空间和城市功能的载体,经营城市的核心就是经营土地。政府既是经营城市的主体,又是经营城市的客体,经营城市、经营土地必须有合理的产业结构为依托,将土地经营与城市经营的有机结合。充分挖掘土地资产的增值潜力。同时要坚持土地市场的统一．树立“只有保护好耕地．才能经营好土地”的观念,经营好土地,最终经营好城市。

| Abstract: | With the development of the city, the idea of managing city and managing land emerged as the times
demand. Land assets. which are the most composing element of the multitudinous city object, are formed of the carrier
of the city space and city function. The core of managing city is to manage land. Government is both subject and object
of managing city. Managing city and managing land must rely on rational industrial set-up, make the land management
and city management integrate organically, tap the value added potentialities of the land assets. At the same time, we
should stick to the unification of the land market, set up conception which is "only when protect plantation well, can
manage city well "; and only by managing land well, can you manage city well finally. |
