| 摘 要： | 解放战争的爆发实质是在抵制参政扩大化的政治体制下发生的,是国民党政府不能建立与之相适应的政治体制的结果。面对新的社会力量日益扩大的参政需求,国民党政府无法为其提供参政的渠道和机会,这就迫使被排斥于政治体制之外的社会力量变成革命的集团,发动一场革命,建立新的政治体制。
