| 摘 要： | 人民来信来访是实现群众监督、民主监督及人民行使民主权利,参与国家政权管理的重要途径。信访工作是正确处理人民内部矛盾,维护社会稳定的重要渠道,是党和国家制定政策的重要信息源。信访工作的独特作用使其在社会主义政治文明建设中占有重要地位。笔者从“三个代表”的高度重新审视信访工作,认为充分发挥信访在社会主义政治文明建设中的重要作用,是时代的需要。

| Abstract: | Correspondence and visitation is an important channel to carry out supervation by the masses and for ordinary people to exercise democratic rights and participate in state administration. It is an important means to correctly deal with internal contradiction amony people and maintain social stability and for the Party and state to make policies. Therefore,it occupies an important position in socialist political progress. The author believes that it is the demand of the times to give it a full play. |
