| 摘 要： | 西部大开发必须建立在法律特别是经济法律的基础之上.目前,许多西部省区在提升本地经济实力的过程中有四个突出问题急需用相关的经济法律来解决.第一个是产业结构调整问题,依据基础经济法律制定诸如调整宏观经济和微观经济产业结构等的地方性法规和规章,是解决这个问题的良策.所有这些产业调整的策略有一个共同的目标:发展第一和第二产业以提高自然资源的开发和使用效率,同时减少危及西部地区进一步发展的失业问题.第二个是资源开发和环境保护问题,这些问题可以通过制定一些强化土地、森林和草原等开发和保护的法律予以解决.第三是剩余劳动力转移的问题,解决之道在于制定相应的法律法规以建立起合理的社会保障和社会保险制度.最后一个科技和教育发展问题必须靠制定足以吸引高素质人才和教育投资的法规和政策方能根本解决.

| Abstract: | West Development must be carried out on the basis of law, especially economic la w. Four major problems need to be solved by related economic laws in the process of improving the economic power of west provinces today. The first problem is t o adjust the structure of industry. To formulate local regulations according to basic economic laws, such as adjusting laws of macro-economy and micro-economy is a good countermeasure for the problem. All of these tactics have a common aim : to better the first and second orders of industries to exalt efficiency in dev elopment and production of natural resources and reduce unemployment that threat ens further progress in west regions. The second problem is to exploit resources and protect the environment, which may be overcome by means of making laws for strong protection of land, forests and grassland. The third problem is to transf er surplus labor force, which needs related rules for setting up a reasonable sy stem of social welfare and insurance. For breaking the last problem of promoting science and technology as well as education, some regulations and policies in r elation to attracting qualified personnel and education investment must be drawn up. |
