| 摘 要： | 国家公园是实现公民游憩权维护、自然遗产资源全民共享、自然与生态环境保护、国民认同感培育等多重目标的场域保障。自然保护运动与强势制度保障相结合的优胜美地国家公园模式，环境教育和生态标签地建设相结合的科里国家公园模式，是自然遗产旅游可持续发展的成功实践，其经验表明，可持续发展理念的细致解读、政府的强势制度保障是发展自然遗产旅游的重要支撑。中国分而治之的国家自然遗产地治理格局的弊病已经凸显，而自然遗产旅游的“国家公园”模式对于突破目前的自然遗产标签地管制格局，深化体制机制改革，完善现有法律与法规规范，推动自然遗产地旅游的可持续发展具有重大借鉴价值。
