| 摘 要： | 近年来,我国区域经济发展的不平衡问题引起了多方关注。本文认为,区域技术创新效率的差距是我国经济区域发展不平衡的重要表现与深层原因。为此,利用DEA方法,对我国30个省市自治区1999 -2002年期间的技术创新效率进行了测算,结果显示,我国区域技术创新效率呈现由东到西逐渐下降的趋势。进一步的计量分析表明,企业性质、人力资本、产业结构等是影响我国各省市自治区技术创新效率的显著因素。因此,要提高区域技术创新效率,缩小我国区域经济之间发展的差距,中西部地区须进一步促进企业产权改革、加强人才建设和产业结构调整。

| Abstract: | Today, the economic unbalance in different regions of China has caused much attention in economic field. This article suggests that the difference of regional technological innovation efficiency (RTIE) is the main exhibition and embedded reason of the economic unbalance existing in different regions. Using data enveloped analysis (DEA) technique, the RTIE of 30 provinces of China are figured out. The results reveal that RTIE decreases from eastern provinces to western ones. Further, econometrical analysis shows that property right of firm, and human capital and industry structure are significant factors affecting RTIE. Therefore, attention to western provinces should be focused on firm property right reform, promotion of human capital and industry structure adjustment to increase their RTIE. |
