| 摘 要： | 科教兴国理论是邓小平科技、教育思想的高度概括，是邓小平教育理论的基础。科教兴国理论在科学发展观下的新发展——从“科教兴国”战略到“人才强国”战略；把人口大国建设成为人力资源强国；把教育列为民生之首。这些新的分析和判断使邓小平的科教理论有了新的发展。
