| Abstract: | In the text , the author demonstrates that "managing state affairs by morals" is the basis of "managing state affairs according to law" through discussing rather centralizedly the groundwork funtion of moral to nomocracy, in the meantime of putting "managing state affairs according to law" in practice, we must put "managing state affairs by morals" in practice, conjointing "managing satae affairs by moral" to "managing state affairs according to law". |
