摘    要:以2000—2019年中央层面颁布的166份职业教育政策文本为研究对象,运用Nvivo等分析软件,从政策颁布主体、政策工具和职业教育发展要素三个维度进行分析。研究发现,政策颁布主体呈多元化趋势、政策工具使用过溢或不足、政策工具与职业教育发展要素契合性不高等。因此,应加强职业教育政策颁布主体之间的协作性,优化协调政策工具的使用结构,注重政策工具与职业教育发展要素的契合性。

Abstract:This paper analyzes 166 vocational education policy texts issued by the Chinese central government in 2000-2019 with Nvivo and other analysis software from three dimensions:the main body of policy promulgation,policy tool and elements of vocational education development.The results show that:the cooperation between the main bodies of the policy promulgation is weak,the policy tools are used excessively or insufficiently,and the policy tools and the elements of the development of vocational education correspond to each other with a low lever.Therefore,the government should strengthen the cooperation between the main bodies of the policy promulgation,optimize the distribution structure of each policy tools,and pay attention to the consistency between the policy tools and the elements of vocational education development.
