| 摘 要： | 建国以来，公办教育一直是我国主流的学校教育形式，民办教育的发展极为缓慢。国家在对民办教育政策上一直不能有一个清晰的思路，特别是在对营利性民办教育的处理上，而教育政策恰恰是民办教育发展壮大必不可少的推动力。因此在未来的教育政策尤其是民办教育政策的制定上必须结合我国的国情，对营利性民办教育有一个全面的把握和清晰的认识，促进中国教育尤其是民办教育的发展。

| Abstract: | Since the People's Republic of China was founded, public education ha s always been the dominant position, and the Non-government education been the s upplementary one. In fact, the government hasn't had a clear idea on Non-governm ent education policy, especially on dealing with the rentability Non-government education. But the education policy is the necessary power for its development. Therefore, to improve that, we must have a clear and total opinion on it while c ombining with the situation of our country in the future. |
