| 摘 要： | 本文从公共政策与社会和谐之间的关系出发,探讨公共政策的基本精神中＂和谐＂的应然之义,进而探索如何从制度上、各政策之间、政策制定主体三个方面来达到公共政策的自身的和谐,从而能使公共政策在推进社会和谐方面产生重要影响力。
