高等学校构建校院两级管理模式若干问题

摘    要:构建校院两级管理模式的高校内部管理体制,应以优化校内资源配置作为前提与基本出发点。通过校院两级管理职权的调整,财务管理体制的构建,相关配套改革的实施与评价机制的建立等措施,确立学院“主体性”结构的地位,实现事权与财权的有机结合,从而推动学校管理重心的下移,以促进校院两级管理模式的全面实施与学校管理目标的实现。

Abstract:In the establishment of the internal management systems at the university level and college level, the optimization of the campus resource allocation should be taken as the prerequisite and basic starting point. Only by readjusting the management power at the university level and college level, improving the financial management systems at the two levels, adopting support measures and setting up evaluation system, can the "subject" structural position of colleges be guaranteed and the power of human resource management and financial control properly integrated, thus decentralizing the management power, promoting the implementation of the two-level management system at institutions of higher learning and realizing the management objectives.
