| 摘 要： | 科技成果转化阶段之间的协同是我国高校发展在新时代面临的挑战。基于创新链视角,将高校科技成果转化分为研究创造和科技价值产生阶段,运用网络数据包络分析(DEA)模型评价2012—2017年我国28所研究型大学科技成果转化效率。研究发现:28所大学科技成果转化的总体效率取得一定进步,研究创造阶段整体效率较高,但科技价值产生阶段效率严重偏低;研究期间28所大学总体上呈现研究创造效率持续提升而科技价值产生效率有所下降的趋势,导致科技成果转化整体效率稍有下降。我国各所大学的技术成果转化优势和短板不同,提出应结合自身特点制订相应改进措施。

Evaluation onTransformation Efficiency ofScientific and Technological Achievements in Chinese Research Universities |

| Abstract: | Quantitative analysis and measurement of the transformation process of scientific and technological achievements are very important for policy making. Based on the perspective of innovation chain, this paper divides the transformation of scientific and technological achievements in Colleges and universities into the stage of R D creation and the stage of value realization. The network DEA model is used to evaluate the transformation efficiency of the overall stage and the sub stage of the scientific and technological achievements of 28 research universities in China from 2009 to 2014. The study found that: the low overall efficiency of transformation of university scientific and technological achievements in China"s development, create the efficiency is high, the value of science and technology achievement realization efficiency seriously low; 2009 - 2014 years, the value of efficiency of scientific and technological achievements of universities in our country to achieve the continuous improvement of the efficiency of research and development, but there is a downward trend, resulting in the overall transformation of scientific and technological achievements the efficiency slightly decreased; transformation of the advantages of technology universities and short board, should make the results according to their characteristics transformation measures between the transformation stage of scientific and technological achievements is all in Collaborative development challenges facing the new era. |
