| 摘 要： | 北宋政府如何处理与辽、夏的关系，当时各方面的意见颇有不同。包拯认为在外交政策方面，应有正确认识，遵守盟约，平等互利，保持均势，认真对待，提高警惕。在防御措施方面，应当精兵选将，控守险要，训练民兵，补充战马，广积粮食，加强军事情报工作，等等

| Abstract: | Opinions from officials differed greatly as to how to deal with Liao state and Xia State in North Song Dynasty. Bao Zheng held that correct understanding should be made in foreign policy: to abide by the Agreement of Allies with them, to be equal and mutually beneficial,to keep balance of power, and to be vigilant. On defence measures: best soldiers and proper generals should be stationed there, to control the important places on the border, to exercise the militia, to supply necessary horses, to store more grain, to collect more information and so on. |
