摘    要:人才培养、科学研究和服务社会是高等院校的三大功能,人才培养和科学研究功能的最终实现也是服务社会。如何发挥高等院校的科技和智库优势,借助具有广泛影响力的网络信息手段,构建科技惠民信息服务平台,更好地发挥高等院校的社会服务功能,具有重要的现实意义。本文在分析了高等院校科技惠民信息服务平台的现实性与可行性的基础上,研究了高等院校科技惠民服务体系的具体内容;对网络环境下科技惠民信息服务平台系统进行了全面的规划和设计,并就网络信息服务平台建设和运行中的相关问题,提出了现实的建议和对策。

The Information Service Platform construction of Serving People by Technology about University Library Based on Network Environment

Abstract:In the training, scientific research and social service are the three major functions of universities, the final func- tion of the personnel' training and scientific research is social service. How to play the colleges of technology and intelligence ad- vantage, with the aid of the network information technology has wide influence, the construction of information service platform of science and technology of serving people by technology, better play to the social service function of university, has important prac- tical significance. Based on the analysis of the reality and feasibility of university science and technology information service plat- form on the study of serving people by technology, the content of serving people by technology service system of universities of sci- ence and technology has be researched in this paper; of serving people by technology information service platform system under network environment to be planed and designed, and the problems related to the construction and operation of the network infonna- tion service platform, put forward the suggestions and of reality
