| 摘 要： | 本文对全国2300多个县进行逐一筛选、分析,认为当前全国的3000万农村贫困人口,较集中地分布在6个省区的125个国家重点扶持的贫困县,而其中的61个县聚集着我国农村最贫困的大约为1500万的人口。在对其贫困原因进行分析的基础上,指出与一般贫困地区不同,这一特殊贫困地区需要具有创新性、高效性、长期性的扶贫措施。
