摘    要:高校科研奖励政策的"指标—量化—奖励"模式存在奖励形式的一致性、奖励内容和依据的统一性等同质化问题,已严重脱离我国高校高质量发展和科技成果的内涵属性,它异化科研求真创新的本质和科研创新目标,并在奖励内容、奖励次数存在严重重复奖.为此,应首先建立起以形式服从内容、手段服务目的 以质量为导向的内涵评价体系,并切实解决科研评价中定量指标偏离质量属性的问题;其次,按照科技部、教育部新规要求,尽快取消科研论文奖励,并逐步取消相关重复奖.

Abstract:The nature of university research award policy is an act of stimulating scientific research utilitarianism. The "indicator-quantification-reward" model formed in the process of generation and evolution has problems of consistency in reward forms, and the uniformity of reward content and basis. It has been seriously separated from the high-quality development and scientific and technological achievements of Chinese universities. It divides the content and form of scientific research, confuses the dialectical and unified relationship of scientific research purposes and methods, processes and results, promotes "normal" scientific research, deviates from the law of scientific research, and alienates the essence of scientific research and innovation. The resulting "paper in command", the "Matthew Effect shment of the fundamental tasks of university leadership, and alienates scientific research goals. And there are serious duplicate awards in the reward content and the number of rewards. In accordance with the idea of categorized and staged precise governance, first establish a connotation evaluation system with form obeying content, means serving purpose and quality-oriented, and effectively solving the problem of quantitative indicators deviating from quality attributes in scientific research evaluation. We must be determined to overcome the "policy-dependent" behavior of "facilitating administration", and get out of the ideological depths of "not using SCI and other quantitative index systems to evaluate, reward, and encourage scientific research, what is the standard?" The false proposition should be eliminated as soon as possible, and gradually cancel related duplicate awards.
