| 摘 要： | 计划经济条件下，国家对高等教育的垄断，形成了办学形式“大一统”的格局。目前，全国范围内进行的高校合并重组使高校特色化建设，在合并重组过程中，高校个体必须重视特色化建设，才能形成“人无我有”、“人有我优”的态势，取得有利的竞争地位，从而促进高等教育全局形成千校千面、各具特征、生机蓬勃、百花齐放的办学局面。

| Abstract: | Upon the condition of planned economy, the government has monopolized higher education. As a result, the practice of higher education has been unified. The present policy makes it possible to construct the distinctive features of an institution of higher education with a process of merge of institutions of higher education. In this process, the individual institution of higher education must pay attention to the construction of the distinctive features so it can have the advantage of uniqueness and superiority. Only by doing like this, can an institution gain the upper hand in the competition so that each university will have its own distinctiveness, specialties, vitality and flourishness. |
