| 摘 要： | 构建和谐社会进程中政府起着主导作用。但是,在和谐社会建设过程中,政府自身存在比较严重的政府缺陷,表现为政府治理理念不科学,政府职能定位不合理,政府绩效评估不健全,政府腐败形势不乐观,政府行政不作为严重,从而构成了建设和谐的障碍。为此,必须变革政府缺陷,建立和建设人本型、服务型、有限型、阳光型、法治型、创新型、廉洁型、效能型的现代责任政府。

| Abstract: | Government plays a leading role in building a harmonious society. However, in the process of building a harmonious society, the government exists serious defects itself which is shown in unscientific management concept, unreasonable government functions positioning, incomplete government performance evaluation, pessimistic government corruption and serious government administrative actions, thus become the obstacles in constructing harmonious society. Therefore, we must change the government shortcomings, and establish modern government with responsibilities of people, of service, of limits, of sunny, of law, of innovative and of efficiency. |
