| 摘 要： | 非排他性和非竞争性特点使得公共物品的供给成为政府的专利,而政策分析学派则打破这个神话,认为公共物品可以由市场和非营利部门来供给。与多中心治理思想相呼应,在公共物品供给机制上,政府、市场、非营利组织多中心供给机制悄然形成,三者之间的合作供给机制扩大了公共物品的供给主体范围,丰富了供给方式和途径,其中NGO扮演者不可或缺的重要作用。

| Abstract: | Non-exclusive and non-competitive features of public goods make the supply of public goods become a patent of governments,but institution analysis school breaks the government's"myth"and claims that public goods can be supplied by market and non-profit sector.The government,the market and the non-profit organizations form polycentric delivery mechanism of public goods which echoed the opinion of polycentric governance.The Cooperation among the three expands the range of supply main body of public goods and enriches the supply ways.NGO plays an important part in the mechanism. |
