| 摘 要： | 美国中小学教师正面临着数量质量问题，美国在解决教师质量问题上，其政策取向十分明晰，主要政策措施为：提高教师潜在储备（包括提升入职教师标准，加强入职教师考评和改革教师证书制度）；提升和支持教学质量（包括创建教师“顾问”计划，发展教师专业标准，探索教师评价方法）；解除教师质量的威胁（解雇“无效教师”，清退非专业教师，激励“高效教师”）等。
