| 摘 要： | 新型农村合作医疗制度是国家为防止农民“因病致贫、因病返贫”问题而实施的一项重大决策，是实现农民共享改革发展成果的重要体现。通过对黄山市新农合制度建立10年来的情况分析。梳理取得的成效和经验，剖析存在的问题，并对完善新农合制度提出相应建议，力求进一步提升运行效益。

| Abstract: | The new rural cooperative medical system is a major decision to be implemented to prevent farmers from being reduced to and going back to poverty due to illness. It reflects that farmers are sharing the fruits of reform and development. Through an analysis of the cooperative medical system in Huangshan in recent 10 years since its establishment, this paper summarizes its achievements and experience gained, analyzes the existing problems, and makes corresponding suggestions on new rural cooperative medical system improvement, seeking to further enhance the operation benefit. |
