| 摘 要： | 职业乞丐问题已成为社会治安的重要隐患。其产生主要是由于城乡差距以及农村地区人群收入偏低,救助管理制度的负面效应,不法分子和利益集团的非法操纵。解决乞丐职业化问题,英国慈善与矫治相结合,美国鼓励民间力量救助,我国要提高社会保障水平,完善社会救助管理制度,明确行政执法分工,加强对民众的教育工作。
