| 摘 要： | 建立区域性高等教育质量保障体系是实现高等教育质量可持续发展的重要举措。各省应根据相关原则建立“政府宏观监管,高校自我保证,中介评价服务,社会参与监督”的内外并举的高等教育质量保障体系,并尽快组建省级教育质量保障主管机构和不同性质的教育评价机构。区域性高等教育质量保障体系主要采用质量控制、质量审核、质量评价、质量认证四种方式对高等院校实行质量监控。在其实施过程中要坚持“总体谋划,分步实施,分类推进,逐渐完善,滚动发展”的策略。

| Abstract: | The construction of a quality guarantee system in higher education for a district is an important measure to realize sustainable development of higher education quality.An integrated guarantee system should be established in all the provinces according to relevant principles.Together with this,institutions of education evaluation of different kinds should be set up in the shortest possible time.Four methods can be used to monitor and control the higher education quality: quality control,quality assessment,quality evaluation and quality attestation. |
