摘    要:新中国成立70多年,改革开放40多年以来,尊重知识、尊重人才成为时代和国家的最强音。强大的人才竞争力无疑是提升国家综合竞争力的基础和保障,“人才是实现民族振兴、赢得国际竞争主动的战略资源”。人才评价是人才发展体制机制的重要组成部分,是人才资源开发管理和使用的前提。“十四五”时期,我国人才发展要从重规模、重素质、重数量向重水平、重能力、重贡献转变。面对世界“百年未有之大变局”,我国高校对于人才特别是顶尖人才、领军人才和卓越创新人才的争夺也日趋激烈,各高校积极采取有效措施加快培养多样化卓越创新人才,优化专业结构,促进信息技术与教育教学深度融合,不断提高教学质量,强化教学管理,树立引才引智机制创新的新思维。在国家政策的引导下,中国高校是培养优秀国际组织人才的主阵地,肩负培养国际组织人才的重任,应力争在培养和引进顶尖人才、领军人才和卓越创新人才方面有所作为,为国家和民族的复兴与发展贡献力量,以优异成绩迎接建党百年。

Abstract:In the more than 70 years since the founding of New China and more than 40 years since the reform and opening up, respecting for knowledge and talents has become the strongest voice of the times and the country.There is no doubt that the strong competitiveness of talents is the basis and guarantee to enhance the comprehensive competitiveness of the country, and talents are the strategic resources to achieve national rejuvenation and win the initiative in international competition.Evaluation is an important part of the talent development mechanism, and it is also the premise of the development, management and use of human resources.During the 14 th Five-Year Plan period, the development of talents in China will change from scale, quality and quantity to level, competence and contribution.In face of the "great change that has not happened in a century",the competition for talents, especially top talents, leading talents and outstanding innovative talents in colleges and universities in China is becoming increasingly fierce.Colleges and universities actively take measures to speed up the cultivation of diversified, excellent and innovative talents, including optimizing the professional structure, promoting the deep integration of information technology with education and teaching, constantly improving teaching quality and strengthening teaching management, and establishing a new thinking of innovative mechanism of introducing talents.Under the guidance of national policy, Chinese colleges and universities, shouldering important tasks, are the main position to train excellent talents and speed up the pace of personnel training in international organizations.Chinese colleges and universities should strive make achievements in training and introducing top, leading and outstanding innovative talents, so as to contribute to the rejuvenation and development of the nation and greet the centenary of the founding of the Communist Party of China with outstanding achievements.
