| 摘 要： | 鼓励社会力量参与档案事务,既契合新《档案法》的立法导向,也是档案事业走向依法治理、走向开放、走向现代化的内在要求。为了更好地引导和支持社会力量参与档案事务,促进档案事业的社会化发展,建议从参与档案资源建设、档案资源开发、档案外包服务、档案志愿服务、档案宣传教育和档案工作监督六个方面探索社会力量参与档案事务的路径,并从细化档案法律内容、落实信息公开制度、完善运行管理制度、强化责任监督制度、创新奖励激励制度五个方面加强社会力量参与档案事务的制度保障。

| Abstract: | To encourage social forces to participate in archival affairs is not only in line with the legislative orientation of the new Archives Law,but also the internal requirement for the archival cause to move towards legal governance,opening up and modernization.In order to better guide and support social forces to participate in archival affairs and promote the social development of archival cause,it is suggested to explore the path of social forces to participate in archival affairs from the six dimensions of participating in archival resource construction,archival resource development,archival outsourcing service,archival voluntary service,archival publicity and education,and archival work supervision,and strengthen the institutional guarantee of social forces participating in archives affairs from the five aspects of perfecting the legal content of archives,information disclosure system,operation and management system,responsibility supervision system and incentive system. |
