| 摘 要： | 在厘定信息公平基本原则之意义基础上,通过建构信息权利语境,阐释了信息公平与信息权利的内在关联,并指出信息权利的宣示与践行是信息公平的制度化体现,是实现信息公平的程序化保障,进而提出了践行信息公平的四项基本原则,即公共利益优先原则、人权优先原则、权利平衡原则以及权利限制原则。

| Abstract: | On the basis of defining the significance of principles of information fairness,this paper explained the intrinsic contact of information rights and information fairness,through establishing the context of information rights.It put forward declaration and exercise of information rights is the institutionalization of information fairness and the procedural guarantee in the realization of information fairness.Moreover,it pointed out four principles of practicing information fairness——the primacy of public interest,the primacy of the human rights,the balance of rights and the limitations of rights. |
