| 摘 要： | 论述了官僚制的概念,指出官僚制作为一种政治组织形式,由马克斯·韦伯、威尔逊等人创立,经历了古典管理理论、公共行政管理、公共选择理论等不断丰富与发展过程.分析了理性官僚制的困境,认为理性精神的回归标志官僚制正以一种更完善的状态重新回归.立足于中国深化行政体制改革的实践,借鉴西方公共管理改革的精神,吸收官僚制的合理性内涵,将对我国建设法治型政府与构建和谐社会起到积极的借鉴作用.

| Abstract: | The concept of bureaucracy is discussed. It is pointed out that, bureaucracy, as a political form of organization, which is established by Marx Weber, Wilson, is constantly enriched and developed by classical management theory, public administration, and public choice theory, etc. The dilemma of the rational bureaucracy is analyzed. It is considered that, the return of rational spirit marks that the bureaucracy is returning in a better state. Based on the Chinese practice of deepening administrative reform, drawing on the spirit of Western public administration reform, the absorption reasonable connotation of bureaucracy, law-based government will build our country, government service and harmonious society play a positive role in promoting. |
