| 摘 要： | 落实教职工当家作主的政治民主权利，是高校政治文明建设的核心和精髓，是高校工会在政治文明建设中的本质要求。通过做好高校教代会提案工作，提高教代会质量和效果，激发教职工主人翁责任感和敬业精神，保障教职工的主人翁地位，提高办学的经济效益和社会效益，同时在高校政治文明建设中发挥出积极的作用。

| Abstract: | To fulfil the right of democracy and politics of teacher and employee to regard as master plays an important role in construction of political civilization in college. A labor union of an institution of higher learning has to make these work good. To think highly of the proposals of teacher and employee represent meeting, to improve quality and effect of teacher and employee represent meeting, to stimulate professional dedication of teachers and employees and to ensure the position of master of teacher and employee is the most important guarantee to elevate economic returns and social effects of an institution of higher learning. |
